Download Builder: with all items checked link reads 'Select all components'

Description

When you open the download builder with JavaScript enabled, by default it will check all the boxes, but the link reads 'Select all components' rather than 'Deselect all components' To get it to switch you have to click the link (with no effect, since all are selected already). The same is true when you click 'Select all components' and then refresh the page.

if clicking "deselect all components" the links per paragraph don't toggle to "select all"...
