Download of UI using custom theme, does not have all required files.

Description
When I use the themeroller to modify the theme and then download the UI the .zip doesn't include the /css/ folder.
I am also having this issue, and have documented this in ticket #4929, which appears to be the same issue (ticket #4928 also describes the same issue).
