datepicker option showMonthAfterYear has no visible effect

Description

Changing the datepicker option showMonthAfterYear from the default of false to true has no visible effect on the widget--the month stays before the year. The HTML changes, but the CSS does not, and that is the root of the problem, I believe.

I thought perhaps this would have been covered by #4420 and fixed in r3487, but no luck.
