Datepicker: no option for jumping years

Description
ive been looking for a way for jqueryui Datepicker to jump years in the same way it can jump months.
i have completed a patch for this functionality, but the patch needs work:
o) proper icons for prev/next year
o) checking that decreacing/advancing the year keeps the date within the bounds defined
o) proper naming text (like prevText and nextText but for years).

You'll be able to customize the header and footer after the rewrite, but we're not going to add an explicit option for jumping years.
