Custom Theme With CSS Scope Inheritance

Description
When creating a custom theme in 1.9.2 with a specified CSS scope the scope is left off a bunch of selectors. This is causing inheritance issues. Easily visible in a dialog: the buttonpane will have all four borders instead of just the top.
