Description
Tooltip isn't removed when dragging mouse cursor from empty textbox.
to reproduce this:
1. Open http://jqueryui.com/tooltip/ on IE8/9
2. Click "Your age:" textbox
3. Press left mouse button and drag
4. Keep dragging and pass mouse cursor over "ThemeRoller" anchor
5. Tooltip remains open even after moving mouse cursor off of anchor (do not release button).
