accordion script link issues in IE9

Description
I inserted the Script into a page with the following doc type:
<!DOCTYPE HTML PUBLIC "-W3CDTD HTML 4.01 TransitionalEN" "http:www.w3.org/TR/html4/loose.dtd">
The content works as long as there are no links inserted, but with a link it no longer works, all the panels show and no dynamics. It works just fine in Chrome. I am using the most recent version of jQuery, also tried using the version provided (1.9.1)but still not working with links inserted into the content.
Can you assist me with this?

Because we get so many tickets, we often need to return them to the initial reporter for more information. Use IRC, the forums or Stack Overflow for support. If you're trying to file a bug, please provide a reduced test case as described in the red box, but be aware that jQuery only supports strict mode.
