Description
Hello,
the order of the events is not good.
out should be before over!
I noticed that this happens only when I move the draggable element very fast.
this is quite a nasty bug!

Hi domnulnopcea,
Thanks for taking the time to contribute to jQuery UI. In order to look into this we need a reduced test case that shows this problem in action. In my testing the event order seems fine: http://jsfiddle.net/pye8nkps/. Please alter that test case to show the issue you're experiencing.

Because we get so many tickets, we often need to return them to the initial reporter for more information.
