In Firefox 31.6.0 :

Tooltip is not appeared if it overlaps cursor position on element.

It works properly in:

Chrome 42.0.2311.90 m (64-bit)

Safari

I really don't want to work around this in any other way than implementing #8782. This is because Firefox (probably correctly, but this is still debatable) fires mouseover on elements that become visible. See http://dev-test.nemikor.com/behavior/mouseover-when-element-is-shown.html. You should generally implement tooltips in a manner that won't result in the tooltip overlapping the cursor.

If someone has a sane patch, we can review.
