Can't trigger page scroll when dragging to the top/bottom edge if body element set to 'overflow-y: scroll'

Description
When <body> is set to overflow: scroll or auto, then page can't be scrolled when coming to the edge (http://api.jqueryui.com/sortable/#option-scroll)
Try taking one of the items and dragging to the bottom of the page so that page is scrolled down, here is an example:
