cookie value is not checked on init + selected tab is not stored in cookie on init

Description
The cookie value is not checked on init. If you first display 3 tabs, select the last tab en then display 2 tabs, the first tab is selected and displayed, but the cookie value is still 2 (and it should be 0).
The selected tab is only stored in a cookie after a tab has been selected, but not after a tabpanel is displayed for the first time (would be handy if the cookie was set).
