Droppable element not working correctly if scrollable

Description
If a droppable element is scrollable the effective droppable area appears to be only the size of the area that is visible. When the droppable element is scrolled, the droppable area moves up with the scrollable area.
More details are provided in the attached test case

This works fine for me in the latest version (rc5).
