Tabs Jumping Position When Hovering With Mouse

Description
I am having a problem with the Tabs plugin. When I display the page the tabs display about 50px toward the top of the window then they should. Then when I hover the mouse of the first tab, even without clicking it jumps down to the correct position. Refreshing the page it seems to go up and then jump back down automatically, but leaving the page and coming back it jumps back up until I mouse over a tab. It only works when mousing over the tab, if I mouse over the container it does nothing.
I am using all the defult settings for the tabs by just calling
$("#tabs").tabs();
Is this a bug or am I doing something wrong? Oh, I forgot to mention it happens in IE7 and IE8.
