Description
The download builder doesn't include an index.html if you select only UI Core, but no plugins. This isn't very user-friendly, especially as our Getting Started Guide ( http://jqueryui.com/docs/Getting_Started ) says to look for one. Even if no widgets are displayed on index.html, there are some theme elements previewed there, so it's not as if the file would be empty. Let's include it.

Not a big deal, so should address that as part of the rewrite, instead of trying to fix the existing one.
