Multiple Tab Rows Break

Description

Refer to screen shot

Steps to create: 1) Add enough tabs for more than one row 2) Delete one tab from first row, causing a shift. (First tab on second row becomes last tab on first row) 3) Notice the "X" to close the tab is now below the tab name.

Can confirm this under FF 3.6, ie6 is pretty old, so question is if this is something that should be "fixed".

Also not reproducible in Chrome or IE8. Bumping down to minor. If someone has a fix for IE6, we'll land it.
