over and out events not triggered when draggable connected with single (non-nested) sortable

Description
It looks like it might have something to do with the nested sortable work that was done recently, but I'm not sure. I applied a patch to my local copy, which seemed to fix the problem, but I haven't had time to follow up with tests or anything like that. Hoping y'all can take it from here.
