Selecting a non-existent tab selects the last tab

Description
When you select a non-existent tab programatically:
.tabs('select', '#tab-that-does-not-exist');
In 1.7, it stays on the currently selected tab.
In 1.8, it selects the last tab.

This was fixed in 1.8.3.
