Description
Currently the changelog is hard to get at without a direct google search, or from the UI blog post (which usually isn't available at the same time the CDNs get updated).
A format similar to how jQuery core does the download page would be tremendously helpful: http://docs.jquery.com/Downloading_jQuery#Past_Releases
I recommend the way they have it, as well as the Upgrade Guide linked for the sake of completeness.

The new site has changelogs listed on http://jqueryui.com/changelog/ and there is a mention of the current changelog on the home page. Feel free to send a pull request on http://github.com/jquery/jqueryui.com/ if you have ideas to make it even better.
