Description
The i18n files should have a standard header format with copyright info. They should also conform to our coding standards.

The contribution comments should be removed. The next version of datepicker will use the new jQuery globalization library.

Actually, rdworth has a good point. Now that we're going to use the globalization library, we should probably just close this ticket. No point in cleaning up all these files just to get rid of them.

Should the contribution comments be removed or left -- eg "/* English translation by my mother */"
