Description
We talked about taking the jQuery.color official plugin (https://github.com/jquery/jquery-color) and swallowing it into UI - we are already including its text via
effects.core.js. There is also a proposal/some code for a more advanced color library here: http://wiki.jqueryui.com/w/page/12137744/Color-Library

This is going to live outside of UI and we'll pull it back in as an external.
