Themeroller generated zip is corrupt

Description
When you download a custom or existent theme, the downloaded zip cannot be unzipped. Tested in Mac OS X 10.6.6, with keka and system's default archive managers.

I can confirm this bug - I tried GNU unzip, 7zip and WinRAR, with no success.
I could "repair" the file with WinRAR, and got only 2 files:
/index.html /development-bundle/ui/jquery-ui-1.8.12.custom.js
Tweaking the options does not seem to matter. The .zip file is always ~68k large, and corrupt.

I would give this a high priority as it is a blocker for all users wishing to create a custom theme, such as myself.

I can confirm this for several browsers. It also affects some of the shortcut-links like "Quick downloads: Stable".
