IE issues with "delay" and "distance"

Description
The draggable ui option is broken when either the "delay" or "distance" parameters are set to a non-zero value. This is especially true when a div with an image inside of it is being dragged. The dragging just wont happen or takes several tries of jamming the mouse back and forth in while clicking on the object to get it to recognize that it needs to be dragged. This is only happening in IE 6, 7, and 8. IE9, and Firefox are fine. Webkit sometimes has troubles with this as suggested in ticket #4742 http://bugs.jqueryui.com/ticket/4742
This functionality is extremely important. Say for example you have a div with an image in it, and you want it to be draggable, but also be clickable to open a dialog box. If you don't have delay or distance set, then you will automatically start dragging and the "click" event will not be able to be fired without odd and obscene mouse angles and clicks.
