Dragging image clone issue when there is a vertical scrollbar

Description
The cursor is not on the image upon dragging the image into canvas when there is a vertical scroll bar.

Please provide a reduced test case showing the problem.
We are fixing bug in the site we developed, we found this problem in IE 8. Its okay in other browsers including IE 9. Right now, I created a fix by recomputing top and left position while dragging.
