Modal Dialog not working in IE7 for 1.8.16

Description

I have a modal dialog working fine in Chrome and FF but in IE7 it doesn't work correctly. What happens is the main form is disabled, the popup appears correctly, showing two simple input textboxes and a Save and Cancel button. But it too is completely disabled (frame, title, all elements), like it's part of the main form. All I can do is hit ESC to remove it, the "X" doesn't close it and nothing is enabled.

I've researched this for hours on all the forums and see no fix, though I've tried fooling with overlays, checked for stray commas, updated the z-order, etc, etc. I'm not even sure how to further diagnose the problem so my next step is to abandon jquery ui dialog altogether. If I remove the "modal:true", the dialog pops up and is useable, but of course, so is the rest of the form.

Any relief on this one?

Please provide a reduced test case showing the problem.

Because we get so many tickets, we often need to return them to the initial reporter for more information.
