Tab displayed differently in IE7 (no gap below tab)

Description
This issue occurs where a tab control contains multiple tabs.
When one of the tabs is inactive in FireFox, Chrome, IE8 or IE9, it is displayed with a gap between the tab and the display pane. Where a tab is selected in IE7, the adjacent inactive tab will not exhibit this gap.
To reproduce this issue:
1. Open IE7
2. Navigate to the Tabs demo page: http://jqueryui.com/demos/tabs/.
3. Identify the missing gap between the tab and the display pane.
To verify the correct display of the tab control in all other browsers, repeat the steps above and use FireFox, Chrome, IE8 or IE9 in step 1 instead of IE7.

This is working fine in 1.9.0.
