Localized DatePicker does not work anymore for French in 1.9.1

Description
It is a regression from 1.8
The test on the JQuery UI site does not work at least for French language. Month name, day names are not translated. First day of the week and resulting date format still stay to US format.

This is not a bug in jQuery UI. This is a bug on jqueryui.com and is already being tracked: https://github.com/jquery/jqueryui.com/issues/22
should not be minor but major
