Droppable: Tolerance checking incorrectly includes margins

Description

Horizontal tolerance seems to be 50% (as specified in docs), but vertical is less than 50% (maybe 35-40%). In tests it was 47px from 112px total height.

I will upload a screenshot if I realize how to do it.
