Dialogue boxes not allowing focus in IE10 with compatibility mode turned on

Description
When using JQuery 1.9 dialogue boxes in IE10 with compatibility mode turned on the focus no longer goes onto the button or the text box within the dialogue. Instead the user needs to use the mouse to navigate. This only seems to effect IE10 and other versions are still working as expected
jQuery 1.9 or jQuery UI 1.9? We're only concerned if the latest version (jQuery UI 1.10.3) doesn't work. Can you provide a reduced test case using jsbin or jsFiddle showing the problem?
