Themeroller does not produce a working theme

I am having the same issue as the previous bug reporter here - I have created and downloaded a themeroller theme, but upon installation I am seeing a default theme.
This may be due to poor / non-existent documentation, but I have spent several days now trying to solve this.
I create a theme, download the theme. I copy the following files into my project:
jquery-ui-1.10.3.custom.min.css
jquery-ui-1.10.3.custom.min.js
I copy the contents of the css/smoothness/images folder into my project.
All I see is the default theme.

Don't do that. Copy the images from your custom theme.
If you continue having problems, the appropriate place to file an issue is https://github.com/jquery/download.jqueryui.com/issues
