Add this to the fact that the theme editor itself is very quirky (being nice) in IE and doesn't seem to want to work at all in Chrome, it's a tough spot. However, I have found a workaround until they get one of the browsers fixed - create the customizations in FireFox, click on Download to get to the control picker page, but rather than downloading from here, copy the URL and paste that into IE and download via IE. Really annoying, but it works to get the files.
