Resizable: icon not showing

Description

In both jQuery 1.8.12 and 1.8.13 i no longer get the se handle icon which gets placed at the bottom right of the element to indicate this element is resizable. I'm using the start theme.

I noticed if i use the base theme then it works. Check http://jsfiddle.net/wYcWU/10/

Resizable: Remove workaround for handles not working in IE when transparent with overlapping content. Fixes #7397 - Resizable: icon not showing. Fixes #7390 - Resizable: https domain reports 'unsecured items' in IE7. Reopens #7233 - Resizable: resizable handles fail to work in IE if transparent and content overlaps.
