Mouse remains attached to draggable as well, right-click allows you to reset drag event.

I believe this issue is related to a bug in chrome:

This is also a bug in Opera 11.50 on Windows 7.

Google Chrome 12 on Windows 7 has this too, but at least the scrolling works there (it does not work in Firefox 5 using the handle, only the up and down arrows).

Summary: Draggable bug: drags when children of selected object has scrollbarDraggable: drag is started when scrollbar is used on draggable element but not stopped in Chrome

Thanks for contributing! This bug seems to have been fixed in Firefox. Unfortunately, the same can't be said for Chrome. This is the bug in chrome that fracmak linked too. I've advocated for a fix there as well: http://code.google.com/p/chromium/issues/detail?id=14204#c35 . However this is not something we'll be able to workaround, so I'm going to close this as cantfix.
