Tooltips remain "stuck" open when clicking on a link that opens in a new window

Description

When tooltips are set up on a link that has target="_blank" and you click on the link, and then close the newly-opened window, the tooltip remains on the page until you click. It should disappear on mouseout.

It in fact does disappear on mouseout. However, mouseout does not fire when the new window is opened.
